Under the direction of the Health Officer, is responsible for the overall management of the Personal Preventive Health Services Division.  Responsible for planning, promoting, organizing, directing and evaluating a comprehensive program of public health nursing services.  Directs the PPHS Divisions COVID-19 response including case investigations, contact tracing and vaccination efforts. Assumes the role of Health Officer in his/her absence.


Position Responsibilities
• Plans, organizes, and directs all aspects of divisional operations including personnel, budgeting, planning, and general administration.  Develops and implements divisional policies, procedures and regulations.
• Assesses divisional operations, staffing levels, facilities, and equipment.  Analyzes budgetary and resource needs, makes recommendations for improvements, and implements changes.  Monitors operational costs and makes recommendations for increasing efficiency.
• Prepares and presents annual budget requests, administers departmental budget, and ensures that the authorized budgetary and purchasing procedures are properly used. 
• Assigns or delegates responsibility for assignment of work, directs personnel, evaluates performance of all employees, and assures necessary training and professional development. Takes disciplinary action according to established procedures.
• Oversees the Personal Preventive Health Services Division to include determining community health needs and monitoring service quality to meet program goals and objectives.  Provides guidance to staff, other governments, outside agencies and the general public on issues related to preventive health.
• Facilitates the Child Death Review Team (CDRT) for the County.  Responsibilities include preparation work necessary to conduct the quarterly CDRT meetings, documentation for the national electronic database and follow through of prevention activities identified by the team.
• Participates in community organizations to promote the division's mission and programs.  Serves as a liaison with local, state and public agencies, and universities.
• Prepares various reports on services related to preventative health, assures program documentation is completed and maintains the program standard operating procedures.
• Assists the Volunteer Coordinator/Emergency Preparedness Specialist to assure the appropriate exercises and training for the Medical Reserve Corps to prepare them for emergency situations.
• Participates in emergency response activities and responds to public health emergencies in coordination with other state and local agencies.
• Assists the Health Officer in developing and implementing department policies and procedures.  Assumes the Health Officer role in his/her absence.
• Keeps abreast of legislative and regulatory developments, new administrative techniques, and current issues through continued education and professional growth. Attends conferences, workshops, and seminars as appropriate. 
• Complies with the Department of Public Health’s quality improvement policy and actively participates in the quality improvement plan.
• Performs other duties as directed. 
Qualifications
• Bachelor’s Degree in nursing (BSN) and 8 years or a Master’s Degree and 5 years of experience in nursing, public health or related field and progressively more responsible experience in public health, including prior supervisory and management experience. 
• The County, at its discretion, may consider an alternative combination of formal education and work experience.
• Registered Nurse in the State of Michigan.
• Michigan Vehicle Operator’s License.


Knowledge/Skills/Abilities Required
• Thorough knowledge of the professional public management techniques involved in budgeting, personnel administration and resource management and the ability to identify and implement new best practices. 
• Thorough knowledge of the principles and practices of public health, evaluation and assessment of community needs, and federal, state and local laws and regulations related to public health. 
• Considerable knowledge of general nursing skills and practices in the areas of maternal/child health and chronic diseases, communicable disease surveillance and case investigation, project management, and strategic planning.
• Skill in assembling and analyzing data, preparing comprehensive and accurate reports and formulating policy and service recommendations.
• Skill in effectively communicating ideas and concepts orally and in writing, and making presentations in public forums. 
• Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials and the public. 
• Ability to assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
• Skill in the use of office equipment and technology, including Microsoft Suite applications and software programs utilized by the Department of Public Health. 
• Ability to attend meetings scheduled at times other than normal business hours.
• Ability to respond to emergencies or service needs on a 24-hour basis.
