This role directs, coordinates, and manages the Grand Traverse County Road Commission (GTCRC) Engineering Team. Overall, this position is responsible for completing engineering-related duties and supervising the department's daily responsibilities to ensure that work is accurate, complete, and meets the organization's short— and long-term strategic objectives. This position works closely with the Road Commission's Manager. In the Manager's absence, this position may also direct and supervise additional staff and departments, or serve as the Interim Manager.


Position Responsibilities
• Serves as County Highway Engineer as required by public acts
• Acts as Registered Engineer for GTCRC: orders surveys; prepares plans, drafting, design, specifications, and construction; researches records, maps, and other information to make informed engineering decisions
• Determines and directs the daily and long-term priorities of the Engineering Department
• Works with the Manager to select and coordinate construction project priorities
• Manages and maintains a progress schedule (work list) of all engineering work
• Collaborates with the Manager and the Finance Manager to prepare and present estimates of road project cost and other information on local roads for the board, township officials, subcontractors, and the public
• Overseas permits for new developments; reviews approvals, denials, and modifications
• Prepares proposal packages for outsourced design/construction activities; reviews construction bids and makes necessary recommendations based on price, competency, and relevant selection criteria
• Recommends, prepares, and supervises planning studies as needed
• Reviews results from material testing vendors
• Evaluates existing conditions; plans road design and construction according to best practices and specifications
• Performs or recommends consultants to complete bridge structure reports and bridge load ratings
• Inspects sites to determine needs and inspect for compliance with specifications as needed
• Trains and reviews Road Commission construction, subdivision, and other standards with administrative and road staff as needed
• Attends annual workshops, training, and meetings; stays up to date on education and relevant laws
• Prepares and/or supervises the completion of documents and permits as required by government agencies and other third parties, such as utility companies
• Cooperates with other units of local, state, and federal governments
• Testifies at Court depositions and trials as needed
• Attends government meetings, participates, and prepares reports/correspondence for stakeholders
• Supervises the submission of Act 51 Maps annually
• Recommends purchases of engineering equipment and supplies
• Advises and assists the Superintendent and Foremen on maintenance projects as needed
• Works with the Finance Manager and Manager on department and project budgets
• Works to secure funding and grants through applicable sources
• Performs related duties as required or assigned by the Manager
• This position is responsible for hiring, performance management, and managing the engineering team.

Qualifications
• A Bachelor of Science Degree in Civil Engineering is required from an accredited four-year college of engineering
• Three or more years of road design and construction management experience and knowledge of AASHTO and MDOT standards required
• Registration as a professional engineer in the State of Michigan or the ability to be registered within six (6) months of hire
• Five or more years of personnel management experience is preferred
• Must have a valid driver’s license and the ability to drive and/or travel to local sites; some overnight travel may be required
• Regular and consistent attendance is a requirement for every position at GTCRC

Knowledge/Skills/Abilities Required
• Knowledge of the laws, regulations, and policies related to Road Commission activities preferred
• Skilled at the use of MS Office apps and other applicable software
• Ability to plan, lead, and organize a team
• Must be able to comfortably speak and present information to a wide range of people and groups
• Must be able to interact with staff, vendors, subcontractors, and the public with diplomacy, tact, and professionalism, even in situations that involve conflict
• Must be able to establish and cultivate relationships with Road Commission staff and partners
• Maintains accurate and detailed records and documentation
• Follows all specifications and best practices and maintains knowledge/certifications
• Able to operate and train others on the use of engineering principles and practices
• Must be able to drive and work in a variety of outdoor weather conditions
